Overview

Pulumi lets engineers manage infrastructure through code written in TypeScript, JavaScript, Python, Go, .NET, Java, YAML, or HCL. Its provider coverage includes AWS, Azure, Google Cloud, Kubernetes, Cloudflare, Datadog, and GitHub, making it relevant beyond cloud resource provisioning alone.

It supports policy as code, drift detection, importing existing resources, and self-hosted execution. State can be managed through Pulumi or stored in self-managed backends such as S3, Azure Blob, GCS, or local storage. That choice suits teams that want control over state storage, though it also means deciding how state is operated and maintained.

Key features

Infrastructure and deployments

Pulumi Deployments integrates with AWS Code Services, Azure DevOps, Bitbucket, CircleCI, GitHub, GitLab, Google Cloud Build, and Jenkins, among others. Teams already using those services can connect infrastructure changes to their delivery workflows; the breadth is a strength for mixed-tool environments.

Secrets and credentials

Pulumi ESC centralizes secrets and configuration from major vaults and cloud providers, and supports short-lived credentials through OIDC. This is useful when teams need to coordinate configuration across environments without treating long-lived credentials as the default.

Task assistance and governance

Pulumi Neo can plan and execute infrastructure tasks, debug deployments, generate code, and provide cloud insights. The Enterprise plan adds conformance packs for CIS, CIS Kubernetes, CMMC, HITRUST, ISO 27001, NIST, and PCI DSS, which makes the top tier more relevant to organizations with defined compliance frameworks. Pulumi states that its platform is SOC 2 Type II certified.

Pricing

Pulumi uses a freemium model, with a free trial also available. The free plan costs 0.00 USD per free and includes one user, unlimited projects, stacks, and environments, unlimited updates and history, and up to 500 workflow minutes. It is a capable individual starting point, but the one-user limit rules it out for a team that needs shared access.

Essentials costs 40.00 USD per month, billed $40 /month. It includes 40 Credits, up to 500 managed resources, and unlimited users. This is the practical entry tier for a small team that needs collaboration; its managed-resource allowance is the main constraint.

Pro costs 400.00 USD per month, billed $400 /month, and includes 400 Credits, up to 2,000 managed resources, and unlimited users. It fits teams whose estate exceeds Essentials’ allowance, but the tenfold price increase makes the resource ceiling a meaningful buying threshold.

Enterprise costs 2000.00 USD per month, billed $2,000 /month, and includes 2,000 Credits, up to 4,750 managed resources, and self-hosting availability. Its compliance conformance packs are aimed at organizations with governance requirements; the steep jump from Pro is difficult to justify without those needs or the larger allowance.

Every edition includes access to the support agent and ticket submission. Standard support is included with Enterprise contracts of at least one year, so buyers should distinguish that contract term from the monthly price presentation.

Platforms

Pulumi supports API, Linux, macOS, self-hosted, web, and Windows. Its CLI installation options cover Linux, macOS, and Windows, while self-managed state backends offer another route for teams operating their own infrastructure workflows.

Who it's for

Pulumi is a strong fit for engineering teams comfortable expressing infrastructure in general-purpose languages, especially where CI/CD integration, secrets management, and policy controls belong in the same workflow. Its free plan also suits a solo user evaluating the approach. It is less compelling for a group that needs multiple users at no cost, or for buyers whose needs do not justify a paid managed-resource allowance.

Pros and cons

Broad language and provider coverage: teams can use several mainstream languages and target major clouds, Kubernetes, and additional services.
Flexible state options: Pulumi-managed and self-managed state support both hosted workflows and teams that want to choose their backend.
Connected operations: deployments, secrets, OIDC credentials, drift detection, and policy as code cover more than resource definition alone.
Free plan is single-user: unlimited projects and history do not remove the collaboration barrier for teams.
Paid resource limits are tiered: the jump from 500 resources on Essentials to 2,000 on Pro costs substantially more.

Alternatives

Choose Terraform if you want another freemium infrastructure tool with a free plan that includes 500 managed resources, one concurrent remote run, and one concurrent agent run.

CFEngine is an alternative with a free Community Edition under GNU GPL, Linux support, and community support. Consider Rudder if downloadable, modifiable open-source code is a priority; its source is offered under open-source licenses.

Salt is a free alternative whose open-source plan is under Apache 2.0. Juju is also free and described as an open-source orchestration engine.

Consider Puppet if its Enterprise plans, including 10 free nodes on Puppet Enterprise, better match your requirements. AWS Systems Manager State Manager is a free option with no additional charge, though limits may apply.

Canonical Landscape offers a free Ubuntu Pro account for up to five machines, which may suit a small Ubuntu-focused estate.

Verdict

Pulumi is a good choice for engineering teams that want infrastructure code, deployment integrations, secrets, and governance in one platform, with language flexibility as its core advantage. Choose it if those workflows justify paid collaboration and resource tiers; look elsewhere if a free multi-user plan or a simpler, lower-cost setup matters more.
