In their own words
AT&T IP Flexible Reach
AT&T IP Flexible Reach is a SIP trunking service for businesses using premises-based telephony equipment. It provides inbound, outbound, local, and long-distance calling while allowing an existing PBX and current voice equipment to remain in use. Voice and data share an integrated access circuit. Businesses can adjust concurrent call channels, and branch extensions can share trunks across locations. The service connects premises-based or cloud-based Microsoft Teams PBX systems to the public switched telephone network. Teams customers may provide their own certified Session Border Controller or have AT&T host and manage one. AT&T says calls use its MPLS network rather than the public internet, and on-net VoIP-to-VoIP calls within that network incur no additional charges. A web portal provides performance reports, call-detail reports, and e-ordering. Network connection requires AT&T Dedicated Internet Service or AT&T Virtual Private Network for high-speed dedicated access. Pricing is available on request.
