In their own words

BasicCAT

BasicCAT is a free, open-source computer-aided translation tool intended to give translators a simple desktop workspace. It runs on Linux, macOS, and Windows and includes translation memory, terminology management, language checking, Quickfill, AutoCorrect, and interactive machine translation. Users can merge or split segments, export Word files for external review, and create bilingual paragraph files. Listed file support includes TXT, IDML, XLIFF, and Gettext PO, alongside TMX, TBX, and SRX standards. Its documentation lists built-in connections to 12 machine translation services, including Baidu, Google, Microsoft Bing, MyMemory, Tencent Cloud, IBM Watson, and Amazon. Most services require API keys; MyMemory instead requires an email address. Language checks use LanguageTool through its API or locally. Translation memory and terms can be shared through a server program, while Git collaboration is for work files and does not sync those resources. The sharing server requires Java 8 or later.

Déjà Vu X3

Déjà Vu X3 is a Windows desktop computer-assisted translation tool built around reusing earlier translations. Its translation memory and terminology tools work within an integrated environment, while DeepMiner draws on translation memories and terminology databases to assemble phrases and improve fuzzy matches. AutoWrite suggests terms, phrases, and sentences from a user's databases as they translate. Quality checks cover terminology consistency, formatting, numbers, and tags, with customizable rules. Live Preview shows translated content in Word, Excel, PowerPoint, and PDF files as work progresses. Supported formats include Office files, PDF, XLIFF, SDLXLIFF, TMX, XML, YAML, InDesign, and HTML; interoperability formats include Studio packages, MemoQ XLIFF, Wordfast TXML, and Trados Workbench. Workgroup supports shared translation memories and termbases, multilingual projects, and workload splitting. The free edition supports standalone and satellite projects prepared with Déjà Vu X3 Workgroup after a 30-day Professional evaluation. The free plan is free; the pricing note lists paid plans from €420 and a 30-day trial.
