Overview

CT-SEDS combines IEP work with referrals, evaluations, service documentation, and other special-education processes. Built-in compliance rules and warnings can help staff address requirements while completing documents. The state system also provides training and manuals, with a help desk supported by the RESC Alliance.

Student documents live in a repository that transfers to a new district when the student's PSIS enrollment district changes. A nightly connection with the Public School Information System moves enrollment district, demographic, and facility-code data. That supports continuity of records and core enrollment details, though districts should account for separate costs that may apply to Medicaid billing or local SIS sync.

Key features

IEP work and related processes

Alongside IEP and referral/evaluation modules, CT-SEDS covers service plans, service delivery tracking, progress reporting, Section 504 plans, restraint and seclusion, and other special-education processes. Compliance guidance is useful during document completion, while the range of modules makes the system relevant beyond IEP drafting alone.

Family access and reporting

Parent Connect sends parents email or text links to specific documents; parents do not log in to CT-SEDS itself. That provides a document-sharing route, not a direct parent workspace. Documents can be translated into Connecticut's ten listed languages and printed in the chosen language when finalized.

Indicator and aggregate reports, advanced reporting from available document fields, and a dashboard for upcoming timelines and meetings give case managers tools to monitor work. Districts assign staff roles and permissions, with student-data access differentiated by role.

Integration and customization

The nightly PSIS integration covers enrollment district, demographic, and facility-code data. Districts cannot change the state system to add processes or documents, although they can upload documents to student records and make templates available to users. That fixed structure favors consistent state workflows over local tailoring.

Pricing

CT-SEDS: 0.00 USD per free. Connecticut local education agencies receive the system at no cost. This makes it a clear fit for districts seeking a statewide system without a software charge, but Medicaid billing and local SIS sync may involve separate costs.

The no-cost plan includes progress monitoring, service tracking, compliance reporting, a parent portal, electronic signatures, and student data import. Staff access is assigned by district roles; no seat quota or trial term is specified in the plan. The main tradeoff is not a lower tier but the inability to add district-specific processes or documents to the state system.

Platforms

CT-SEDS is web-based and works from Mac and PC systems and mobile devices; current browser technology is the only operating-system requirement. The listed platforms are Android, iOS, macOS, web, and Windows.

Who it's for

CT-SEDS is best suited to Connecticut local education agencies and authorized staff who need shared IEP, evaluation, service, reporting, and student-record workflows. Its role-based access and transfer of repositories support district operations, while language translation and Parent Connect help deliver documents to families.

It is a weaker fit for districts that need to design new state-system processes or want parents to sign in directly. Parent Connect shares links to documents rather than providing parent accounts.

Pros and cons

Pros

No software charge for Connecticut local education agencies: the 0.00 USD per free plan includes a broad set of special-education workflows.
Continuity across district changes: a student's repository is copied when the PSIS enrollment district changes.
Compliance and timeline support: completion warnings and a dashboard help staff track requirements, meetings, and timelines.
Flexible document access for families: links can be sent by email or text, and finalized documents can be printed in Connecticut's ten listed languages.

Cons

Fixed state processes: districts cannot add their own workflows or documents to the system.
No direct parent login: parents receive links to specific documents rather than accessing CT-SEDS itself.
Some costs may sit outside the free plan: Medicaid billing and local SIS sync may involve separate charges.

Alternatives

For districts considering other IEP tools, the IEP Management Software directory is a starting point. Choose CollaboratED instead if its free Starter plan's all-stakeholder access, hosted learning plans, AI SPED Expert, SIS/LMS interoperability, and learning-plan editing suit the workflow; it also offers a free trial and Android, iOS, and web access.

IEP Pilot is an alternative for buyers seeking a pay-as-you-go goal-generation service: its IEP Goal Generator Service costs 2.00 USD per once for every Area of Need, with no subscription. Consider IEPWriter if unlimited users and pricing based on a district's special-education student count are a better fit; its school pricing is custom pricing.

SameGoal Special Education may suit districts comparing per-student annual plans: Standard is 12.98 USD per year for the 2026-27 school year, with unlimited users, 50MB attachments per document, and document history for the last week. PowerSchool Behavior Support is another paid alternative; its pricing is custom pricing.

SEIS is another paid option, managed and maintained by CEDR Systems, a department of the San Joaquin County Office of Education. Impact Suite is a paid alternative with no free plan; SIRAS is also a paid web option.

Verdict

Connecticut districts should choose CT-SEDS when they want a no-cost statewide system spanning IEP work, related services, reporting, and student records. Its integrated workflows, role-based access, and record continuity are the strongest reasons to use it. Look elsewhere if district-specific processes or direct parent accounts are essential, and budget separately for Medicaid billing or local SIS sync where applicable.
