Overview

NeoCD/SDL is an SDL-based port of the NeoCD emulator for playing many original NeoGeo CD games. It suits players who can supply the required BIOS and are comfortable with emulator setup. Its free price is a clear advantage, but BIOS ownership and restrictions on commercial reuse are significant conditions.

Key features

Two players can each use a keyboard or a separate joystick, making NeoCD/SDL a reasonable choice for local multiplayer. Keyboard shortcuts handle fullscreen, video effects, frameskip, sound, screenshots and quitting, giving players several practical playback controls.

The emulator needs an uncompressed 512kb system ROM named neocd.bin. Its documentation says users are not entitled to a copy of the copyrighted BIOS unless they own an original NeoGeo CD console. The BIOS requirement therefore matters as much as the zero price: this is not a suitable route for someone who cannot lawfully supply that ROM.

Downloads include source and binary files. Building on Windows requires MinGW, MSYS, SDL development libraries and NASM; Linux builds require SDL source and NASM. That makes the source useful to technically comfortable users, but a less convenient option for anyone seeking a simple install. The program is distributed without warranty, including implied warranties of merchantability or fitness for a particular purpose.

Pricing

Plan	Price	Terms
Free	0.00 USD per free	Selling is not allowed; source-code reuse and technical knowledge are limited to non-commercial purposes; requires an original NeoGeo CD BIOS.

The free plan has no paid tier to weigh against it. Its practical cost is the required BIOS and the setup effort, while the non-commercial reuse terms make it a poor foundation for commercial projects or distribution. The project documentation also bars providing NeoCD on the same physical medium as NeoGeo game software.

Platforms

NeoCD/SDL is associated with Windows and Linux, and the repository also says it can compile and run on BeOS and Dreamcast. The project page lists additional ports for Dreamcast, Xbox and PlayStation 2. This range is useful to users working with those systems, though the stated build requirements make the desktop versions more appealing to people able to handle dependencies themselves.

Who it's for

Choose NeoCD/SDL if you want a free way to run many NeoGeo CD games, value two-player keyboard or separate-joystick input, and can provide the required BIOS. Look elsewhere if you lack an original console, want a more straightforward setup, or need to reuse the code commercially.

Pros and cons

Pros: The software is free, supports many original NeoGeo CD games, and allows two players to use separate input devices.
Pros: Keyboard shortcuts cover fullscreen, video effects, frameskip, sound and screenshots.
Cons: The required 512kb BIOS must be supplied separately, and the documentation ties entitlement to a copy to ownership of an original console.
Cons: Build prerequisites add setup work, while non-commercial reuse terms rule it out for commercial projects.
Cons: It comes without warranty, including implied warranties of merchantability or fitness for a particular purpose.

Alternatives

Neo Geo Emulators is a useful starting point for comparing options in the same category.

Virtual Jaguar is free across Android, iOS, Linux, macOS, web and Windows; choose it if you want an open-source emulator core and can use a libretro frontend such as RetroArch.
Geolith is a free option for Linux, macOS and Windows.
GnGeo is a free Linux alternative that requires SDL 1.2.x, libz and a NeoGeo BIOS; its license forbids commercial use of GnGeo as a whole.
NeoCDRX is another free option, with Linux, macOS, self-hosted and Windows platforms.
NeoDS is free to use for non-commercial purposes.
Lynx.emu costs 2.99 USD per once for its Android app and requires users to supply ROMs; it is open source.
DOSBox PSP is a free PlayStation Portable port of DOSBox with PSP patches.
DREAMNEOCD is another free option with non-commercial reuse terms.

Verdict

NeoCD/SDL is a sensible free choice for NeoGeo CD players who can supply the BIOS and are comfortable with emulator setup, especially those who want two-player input and keyboard controls. The BIOS condition is the main reason to look elsewhere, and its non-commercial reuse limits matter if you plan to build on or distribute the code.
