In their own words

Floating IPS (Flips)

Floating IPS (Flips) patches IPS and BPS files. It provides Windows and GTK+ graphical interfaces, command-line support, and a command-line-only build, and is listed for Linux, macOS, and Windows. The GUI can apply multiple patches to the same ROM and create multiple resulting ROMs. For BPS patches, it can remember earlier ROM choices and reuse one when it determines that it matches. The GUI can also launch another program after patching, allowing an emulator to start after a BPS file is patched. The project says Flips creates very small IPS patches and the smallest BPS patches of any known tool, and that it is faster than comparable creators. It is free and licensed under GNU General Public License version 3.0 or higher. The project is in maintenance mode: bug reports and pull requests will be read, but feature requests are unlikely to be implemented. GitHub marks the repository archived and read-only since May 21, 2025. Releases are automated for each commit, with an erratic schedule that can include identical releases.

rom-weaver

rom-weaver is a free, open-source tool for patching and converting ROMs and disc images, and for assembling patch steps into reusable bundles. Its browser and command-line editions share an engine. Users can apply patches, create patches from ROMs, and arrange ordered workflows. The support matrix includes formats such as IPS, IPS32, BPS, UPS, xdelta, and PPF, with some format-specific limits. The tool can inspect and extract many archive and compressed image formats, including ZIP, 7z, RAR, CHD, RVZ, and Z3DS; creation support depends on the format. It can bake supported cheat codes into ROMs or save selected database cheats as patch files, but runtime-memory cheats are unsupported. Save editing covers specified Pokémon save layouts and The Legend of Zelda: A Link to the Past SRAM, subject to game recognition limits. The browser uses WebAssembly to process files on the device; the CLI reads and writes local paths. The maker says files and results are not uploaded. The browser app can work offline after caching. It is available for web, self-hosting, Linux, macOS, and Windows, and requires no account.
