Overview

Providers can upload assessment reports or answer guided questions and provide baseline data. The service handles psychoeducational, speech-language, occupational-therapy, behavior, previous-IEP and related eligibility documents. From one document, it can generate goals across relevant domains, with domain-specific baselines, criteria and measurement methods. That can make a multi-area evaluation more actionable, though providers remain responsible for reviewing the output before it enters an IEP.

IEP Pilot also recommends FAPE services aligned with generated goals. Its district workspace extends from intake and eligibility through IEP development, service delivery, progress monitoring, compliance, state reporting and Medicaid billing. SIS and state integrations help keep student rosters and state extracts aligned with the system of record. Individual accounts and role-based data scoping limit district users to assigned students.

Privacy protections include encrypted PDF transmission and deletion after the analysis session. Submitted content is not used to train AI models, and IEP content is not sold, shared or licensed to third parties. The district workspace is built to FERPA, HIPAA and COPPA guidance, but formal security and privacy certifications are still being pursued. That distinction matters for districts that require certified controls before adoption.

Key features

Goal generation is the clearest fit for providers who need help translating assessment findings and baseline data into measurable draft goals. Multi-domain generation and aligned FAPE recommendations extend the output beyond a generic goal prompt, but neither replaces professional judgment or the IEP team’s eligibility and service decisions.

The district workspace is more ambitious than the pay-per-use drafting tools: it includes progress monitoring, service tracking, compliance reporting, student data import and SIS/state integrations. This breadth may suit districts seeking a connected workflow; the entry’s pricing does not establish what the district workspace costs, so buyers should evaluate it separately from the stated service fees.

Support is provided by Expatiate Communications during Monday–Friday, 8:00 AM–5:30 PM, by email and phone.

Pricing

IEP Pilot uses pay-as-you-go pricing for its named services, with no subscription for goal generation. The IEP Goal Generator Service costs 2.00 USD per once, billed for every Area of Need; one area may encompass multiple goals. That structure suits occasional drafting or providers who want to pay by need rather than commit to a recurring plan.

The Assessment Report Writer Service is billed per assessment, with rates determined by volume: 5.00 USD per once for 1–10 assessments, 4.00 USD per once for 11–20, and 3.00 USD per once for 21+ assessments. The lower rate rewards higher throughput, while small users pay the highest per-assessment rate. No price is given for the broader district workspace; that plan is custom pricing.

Platforms

IEP Pilot runs on the web. That keeps access tied to a browser-based workflow rather than a stated native mobile or desktop app.

Who it's for

It is aimed at occupational therapists, speech-language pathologists, resource specialists, teachers, behavior analysts and school psychologists who need assistance drafting goals and summaries from evaluations or guided inputs. Districts may find the wider workflow useful when they also need service tracking, progress monitoring and compliance reporting. It is a weaker fit for teams that require eligibility decisions from software, want generated language to stand without review, or cannot proceed without formal security and privacy certifications.

Pros and cons

Pros: A single document can support goals across relevant domains, with domain-specific measures, reducing separate input work for multi-area evaluations.
Pros: Pay-as-you-go goal and assessment services avoid a stated subscription commitment, and assessment fees fall at higher volumes.
Pros: The district workspace connects IEP workflow stages with SIS and state integrations, plus role-based access to assigned students.
Cons: Generated goals require provider review, and eligibility remains with professionals and the IEP team.
Cons: Formal security and privacy certifications are still being pursued, a potential procurement obstacle for districts with certification requirements.

Alternatives

For a broader comparison of products in this category, see IEP Management Software.

CollaboratED is a free-plan alternative with a free Starter plan for all stakeholders, learning plans, AI SPED Expert Eddy, SIS/LMS interoperability and learning-plan editing; choose it when those collaboration and interoperability features are the priority and its Android and iOS apps matter.

CT-SEDS is a free option provided to Connecticut local education agencies; choose it if you are an eligible Connecticut agency seeking a system available across web and desktop and mobile platforms, while accounting for possible separate Medicaid billing and local SIS sync costs.

IEPWriter offers school pricing based on district special education student count and a college/university plan; choose it if that pricing structure and its Android or iOS access better suit your institution.

SameGoal Special Education is a paid, per-student alternative with a free trial and Android and iOS apps; consider it when its per-student plan structure is preferable to per-use services.

PowerSchool Behavior Support is another paid option, with pricing available by contacting PowerSchool for a demo.

SEIS is managed and maintained by CEDR Systems, a department of the San Joaquin County Office of Education.

Impact Suite is a paid alternative without a free plan, with SIS integration and writeback among its stated capabilities.

SIRAS is another paid web-based option.

Verdict

IEP Pilot is best suited to special education providers who want assessment-informed goal drafts without a subscription, and to districts considering a wider IEP workflow. Its main draw is the combination of multi-domain drafting and district process coverage; its main reason to look elsewhere is that all generated content requires professional review, while formal certifications are still being pursued.
