Overview

Impactive brings peer-to-peer and broadcast texting together with phone banking, relational messaging, canvassing, voter registration, and custom forms. That breadth favors organizations coordinating volunteers across channels; a team looking only for a basic texting service may not need such a broad platform. Founded in 2017, Impactive is now part of ActBlue.

Key features

Texting and safeguards

Peer-to-peer texting includes list management, reporting, dynamic scripts, conversation reassignment, and volunteer protection features. Opt-out monitoring, frequency limits, and filters for landlines, disconnected numbers, and numbers with recent errors help reduce common messaging risks. SMS and MMS support, automated opt-in tools, and a shared team inbox round out the workflow.

Texting cannot begin until 10DLC registration is approved, and the current approval window is 1–3 weeks. Registration through Impactive is free, but the wait makes this a poor fit for a campaign that must start texting immediately.

Integrations and data

Native integrations include NGP VAN/EveryAction, PDI, Salsa Labs, and ActBlue. NGP VAN/EveryAction and PDI support two-way sync, with data syncing near real time, which helps teams keep campaign records aligned. Enterprise clients can use Postgres mirror databases, query a live database, or build custom pipelines with S3 sync.

Support and security

Professional and Enterprise include written and video documentation, helpdesk ticketing, weekly training, and office hours; Enterprise adds a dedicated strategy advisor. Impactive says it works with third-party firms on ongoing security audits and bug bounty programs.

Pricing

Impactive is freemium. Standard costs 0.00 USD per free for a $0 licensing fee, with pay-as-you-go usage. It includes 1,000 unique form responses per month; SMS starts as low as 1.5¢ per segment, MMS is 5¢ per message, and phone banking starts as low as 4¢ per dial. This is the sensible entry point for a small or occasional campaign, but communication costs rise with activity.

Professional has custom pricing and includes 5,000 unique form responses per month, plus pay-as-you-go texting and calling. Weekly training and office hours make it a better fit for teams that need recurring support and a larger response allowance. Enterprise also has custom pricing, with 10,000 unique form responses per month, pay-as-you-go texting and calling, and full-service data integration; its additional data options and dedicated strategy advisor suit organizations with more demanding integration needs.

No contracts or minimums are required, and 10DLC registration and list scrubbing are free. The included form-response quotas distinguish the tiers, while texting and calling remain usage-based even on paid plans.

Platforms

Impactive runs on Android, iOS, and the web, giving teams mobile and browser access.

Who it's for

Impactive is a strong fit for advocacy organizations, nonprofits, unions, and electoral campaigns that need to coordinate texting with calling, canvassing, voter registration, or relational outreach. The near-real-time two-way sync with NGP VAN/EveryAction and PDI is especially useful for teams working from those systems. It is less compelling for organizations that only need simple messaging or cannot wait for 10DLC approval.

Pros and cons

Pros

Broad organizing toolkit: texting, phone banking, canvassing, voter registration, relational messaging, and forms can support coordinated outreach.
Useful texting controls: opt-out monitoring, frequency limits, number filtering, dynamic scripts, and conversation reassignment help manage volunteer messaging.
Low-cost starting tier: Standard has a $0 licensing fee and no contract or minimum, while usage is charged separately.
Campaign data connections: native integrations and two-way sync with NGP VAN/EveryAction and PDI support connected workflows.

Cons

Usage remains billable: the free license does not remove SMS, MMS, or phone banking charges.
Texting has a lead time: approved 10DLC registration is required and can take 1–3 weeks.
Higher-tier prices are custom: Professional and Enterprise require a sales quote, so their cost cannot be compared from a published rate.

Alternatives

For a broader directory of tools focused on this channel, see Peer-to-Peer Texting Software.

CallHub is worth considering for teams that want a free plan and trial alongside a paid service with Android, iOS, web, and other platform support.
TextNow is a better match for individuals seeking unlimited talk and text on its free plan, which requires an active TextNow SIM.
text+ suits Android and iOS users seeking free texting and call reception, with outbound calling and premium features paid.
Peerly may suit buyers who prefer pay-as-you-go messaging billed only for successfully delivered messages, rather than Impactive's broader organizing toolkit.
Empower App is an option for approved 501(c)(3), 501(c)(4), and labor organizations seeking organizer and activist smartphone apps.
OutreachCircle is another option with a free Supporter Action Hub plan.
RumbleUp is an alternative for teams considering a paid messaging service with a free trial.
FreeMessaging.ai may fit web-based users seeking a service with no monthly software subscription or standard managed-sending fee, while carrier and messaging costs still apply.

Verdict

Choose Impactive if your organization needs a connected set of organizing channels, campaign-oriented texting safeguards, and integrations with systems such as NGP VAN/EveryAction or PDI. Its $0 Standard license makes starting straightforward, but budget for usage and allow time for 10DLC approval. Teams seeking only basic texting, or an immediate launch, should look elsewhere.
