In their own words
LuckPerms
LuckPerms is a free permissions plugin for Minecraft servers. Administrators use it to create groups and assign player permissions through commands, configuration files, or a browser-based editor. The project provides implementations for server platforms including Bukkit, BungeeCord, Fabric, Forge, Nukkit, Sponge, and Velocity, with NeoForge and Hytale also listed among supported platforms. For multi-server networks, permission data can be shared across instances using the same supported storage system; options include MySQL, MariaDB, PostgreSQL, MongoDB, and others. The web editor works with all storage types. LuckPerms provides a public API for other plugins and a REST API extension that lets programs read and modify its data without direct database access. It can also run as a standalone app. The project says it does not report to analytics or monitoring services and does not automatically check for or install updates. It does download required libraries and translation bundles over the internet and connects to external services for features such as the web editor. Its FAQ says it supports Minecraft versions from 1.8.8 through the latest release.
MultiPerms
MultiPerms is an open-source permission manager for Minecraft servers using BungeeCord, Spigot, or Velocity. Administrators can create groups, set permissions for individual players, and assign players to multiple groups with inherited permissions. Changes can take effect without restarting the server. The plugin also offers configurable permission-based chat colors and preconfigured basic permission sets. The project describes its configuration as almost 100% configurable, and says its config updater preserves custom changes. Listed requirements include Minecraft 1.16–1.21, Java 17 or higher, and a supported server. Installation requires the MultiPerms JAR and FacilisCommon in the server's plugins folder. The repository includes a multiperms-api module, and the project is licensed under GNU GPL version 3.0. GitHub Releases is the stated download route. Support questions can be directed to Dev7ex through Twitter or the linked Discord server. MultiPerms is free and runs in self-hosted Linux server environments.
