In their own words

ManageEngine OpUtils

ManageEngine OpUtils is a network management toolset for monitoring, diagnosing, and troubleshooting IP resources and network devices. It manages IP address space, maps devices to switch ports, and combines DNS, DHCP, and IP address management, including Microsoft DNS and DHCP. More than 30 network utilities cover diagnostics, SNMP, Cisco, address monitoring, and connectivity. Security controls can detect rogue devices, alert on IP conflicts and ARP spoofing, and apply DHCP MAC-based filtering. Role-based access control and two-factor authentication are supported.

OpUtils integrates with Microsoft DHCP and DNS, Cisco Meraki controllers, and ManageEngine products including OpManager and NetFlow Analyzer; APIs can connect it with third-party IT management and service desk software. The downloadable product is offered for 64-bit Windows and Linux and is accessible through a browser. Mobile apps for iOS and Android monitor network addresses and ports. The free edition costs nothing and supports one Class C subnet and one switch. The Professional plan is priced on request, and Management is priced on request. A 30-day trial is available.

OpenNetAdmin

OpenNetAdmin is a free, open-source, self-hosted IP address management system for tracking network attributes and supporting configuration work. Its inventory can include DNS names, IP addresses, subnets, MAC addresses, IPv6 addresses, VLANs, DHCP pools, NAT, and custom attributes. Administrators can manage records through an AJAX-enabled web interface or use the command-line interface for scripting and bulk work. The project describes the inventory as manually maintained and authoritative, with discovery tools helping to populate and audit it. Templates and backend processes can generate DNS, DHCP, and router configurations, including for distributed servers. Other capabilities include overlapping DNS views, plugins, LDAP and local authentication, and configuration archives with syntax-highlighted comparisons. BIND-DLZ can query the ONA database directly, and host actions can link to applications such as Splunk, Nagios, Cacti, and Base. The core is released under GPLv2.0, though some add-ons may have separate licenses. The features page says multiple database backends are possible, but only MySQL is tested.
