Overview

Meetings can be recorded in GovClerk or supplied as existing audio or video. GovClerk creates a searchable working transcript with speaker attribution, then keeps the recording, transcript, draft, approvals, and final minutes together. That continuity helps organizations trace how a decision moved from discussion to approved record.

A timestamped audit trail covers edits, approvals, and publication, with timestamp verification and access-trail records. Templates can be matched to organization type and jurisdiction; decisions and resolutions can be archived, approvers named, and retention set by policy. These controls suit formal governance processes, but may be more than teams need for informal notes.

Key features

Agenda templates, decision tracking, and action-item tracking connect meeting records to follow-up. Plans include Word and PDF exports, and the free plan permits downloads in both formats. Essential adds transcription downloads, minute regeneration, review sharing, email sharing, AI summaries, key points, and a template library. Those tools make the plan more useful for recurring approval cycles than the one-meeting free allowance.

The site says GovClerk supports six languages, with bilingual minutes and automatic language detection among its features. Bilingual minutes appear on Professional, alongside cross-meeting speaker recognition, document branding, a mobile web app, and the ability to create a template from an example. Premium adds Google and Microsoft calendar sync, custom integrations, and API access.

The homepage states that transcripts and minutes are encrypted with AES-256-GCM. The privacy policy says data is stored on AWS, encrypted at rest and in transit, protected by access controls using Clerk, and subject to regular security assessments, with practices aligned to SOC 2 compliant standards. That is a relevant set of safeguards for organizations handling formal records, though it does not replace their own retention and governance requirements.

Pricing

GovClerk Minutes has a free plan, a one-off option, monthly subscriptions, and a custom-priced Premium plan. The annual figures below are the stated monthly equivalents when billed annually.

Free: Free, with one meeting up to 240 minutes, one seat, and no time limit. It includes recording or audio upload and Word and PDF downloads. It is a useful way for a solo user to handle an occasional meeting, but the single-meeting cap makes it unsuitable for ongoing team use.
One-off: 10.00 USD per once, with no subscription required and a 240-minute allowance. This suits an occasional longer workflow better than a recurring plan, but does not provide the recurring monthly quotas and team seats of subscriptions.
Essential: 59.00 USD per month, or $49.17/mo billed annually. It allows eight meetings per month and two seats, and includes transcription downloads, regeneration, review and email sharing, AI summaries and key points, a template library, and priority support. It fits a small team with regular approval needs; the eight-meeting and two-seat ceilings are restrictive for larger boards.
Professional: 149.00 USD per month, or $124.17/mo billed annually. Its 15 meetings and five seats suit teams with more participants and a moderate meeting cadence. Bilingual minutes, cross-meeting speaker recognition, branding, mobile web access, and template creation from an example distinguish it from Essential.
Elite: 299.00 USD per month, or $249.17/mo billed annually. It raises the allowance to 40 meetings and 15 seats, with white-label minutes, bulk export, advanced analytics, and priority and chat support. It is the clearest fit for higher-volume organizations that need those publishing and support features; it still has a fixed meeting cap.
Premium: custom pricing for unlimited meetings and seats, calendar sync, custom integrations, API access, an account manager, SLA, and onboarding assistance. It is aimed at organizations whose scale or integration requirements exceed Elite’s fixed allowances.

A free trial is available. The free plan has no time limit, but its one meeting and one seat cap its practical use to an isolated job rather than a continuing organizational workflow.

Platforms

GovClerk Minutes runs on Android, iOS, and the web. Professional includes a mobile web app; the platform list also covers mobile apps, so mobile access is not confined to that paid feature.

Who it's for

Boards, committees, associations, nonprofits, HOAs, companies, and public bodies are the stated audience. The strongest case is an organization that needs searchable transcripts, named approvers, archived decisions, and a traceable path to published minutes. A team that wants informal notes or has a high meeting volume but few seats may find the plan structure a poor match.

Pros and cons

Pros: Recording, transcript, draft, approvals, and final minutes remain in one workflow, which supports traceability from discussion to publication.
Pros: Audit records, jurisdiction-matched templates, decision archiving, named approvers, and policy-based retention address recurring governance needs.
Pros: The free tier has no time limit, and a one-off purchase is available for work that does not justify a subscription.
Cons: Free is limited to one meeting and one seat; Essential remains limited to eight meetings and two seats per month, so even small recurring teams may need an upgrade.
Cons: Higher quotas cost substantially more, while Premium requires custom pricing, making it harder to budget before discussing organizational requirements.

Alternatives

For a broader shortlist, see Meeting Management Software. Fellow is worth considering if platform breadth matters: it supports Android, iOS, macOS, Windows, web, API, and extension access, and its free plan gives five lifetime AI notes per user. AgreeDo is another freemium option; its Basic plan allows four meetings per month, three participants per meeting, and one attachment per meeting.

Convene is a paid alternative with a free trial and secure cloud hosting with permission-based access on its Lite plan. Decisions has a free plan with 100 AI credits per month and a Basic plan at 8.00 USD per month, billed annually per user. Boardable is a paid option whose Essentials plan starts at 20.99 USD per user per month, billed annually, and includes 1,000 files, five meeting guests, and 10 groups.

Geekbot is a freemium alternative with web and API platforms, while BoardPAC is a paid option with pricing based on annual periods and end-user count. iBabs is another paid choice, with pricing configured by country and number of users and volume discounts above 100 users.

Verdict

Choose GovClerk Minutes if your board, committee, or public body needs a governed trail from recording through approval and publication; its workflow and records controls are the main reasons to pick it. Look elsewhere if your meeting volume or seat count outgrows the fixed subscriptions, or if you need lightweight notes without formal recordkeeping overhead.
